As nuclear and radiological risks rise across Europe, preparing for major crises has never been more critical. Accidents at facilities, external threats, and geopolitical tensions highlight the need for a coordinated strategy to protect populations, critical infrastructure, and first responders.
In this context, the GUARDIANS project, launched in 2025 and funded by the European Union through Horizon Europe – Cluster 3 “Civil Security / Disaster-Resilient Societies”, aims to strengthen Europe’s capacity to anticipate, manage, and respond to nuclear crises. The consortium brings together 22 partners from 11 European countries, including OUVRY, a French SME specializing in NRBC protection.
About GUARDIANS: Objectives and Challenges
The GUARDIANS project (Grant Agreement no. 101225744, October 1, 2025 – September 30, 2029) has a primary objective of improving decision-making and crisis management in nuclear and radiological emergencies across Europe.
In a context marked by heightened risks — industrial accidents, external threats, or potential tactical nuclear events — GUARDIANS represents a strategic initiative for nuclear safety in Europe.
Key Approaches and Technologies
Practical Field Exercises
Two field-tests and population needs assessments to validate operational solutions in real conditions.
Advanced Detection Technologies
Radiological sensors, active dosimetry networks, gas detectors, drones, and robots equipped for radiological surveillance.
Crisis Management Strategies
Innovative medical triage (digital/video), decontamination, and countermeasures (stable iodine, hydrogels).
Integrated Decision-Support Platform GUARDNET
Mission coordination, real-time data processing, simulations, and operational planning for authorities and responders.
OUVRY’s Strategic Contribution
OUVRY, a French SME specializing in individual NRBC protection, is one of six innovative SMEs in the consortium. Its role includes:
- Providing protective equipment for first responders, firefighters, and emergency personnel. Our equipment will integrate the new sensors developed in the project.
- Enhancing safety for populations and critical infrastructure during nuclear or radiological incidents.
- Participating in EU-funded initiatives, ensuring technological innovation and operational expertise.
By combining advanced detection technologies, personal protective equipment, and coordination via GUARDNET, OUVRY plays a vital role in safeguarding responders in the field.
Expected Impact for Europe and Civil Security
- Reducing response times and improving coordination between states and emergency services.
- Protecting populations, infrastructure, and the environment through validated measures and innovative technologies.
- Strengthening collective preparedness and resilience against NRBC threats.
- Driving technological innovation integrating research, protection, and operational doctrines.
Why This is Strategic Now
In an unstable geopolitical context and with rising nuclear threats, no single country can manage alone. GUARDIANS provides a coordinated, robust European response, leveraging AI, drones, sensors, and digital platforms for effective, safe interventions.
Conclusion & Call for Vigilance
Supporting initiatives like GUARDIANS is essential for Europe’s collective security and resilience. OUVRY, with its field expertise, represents a key pillar of this strategic project. Raising awareness among decision-makers, institutions, and citizens about nuclear and NRBC threats is vital for preparing the future and safeguarding Europe.
